How to formalize a cooperation agreement?

STEP-BY-STEP PROCESS FOR HANDLING NEW AGREEMENTS:

  1. The applicant requesting a new agreement must open a process in SEI (process type: “General Administration: Agreements”) including all the documents listed below:
  • Official letter to initiate the process (explaining the purpose of the process);
  • Proposal for an International Cooperation Agreement and Work Plan for the International Cooperation Agreement (both forms are available within SEI—simply select them for completion and signature);
  • Draft of the agreement;
  • Minutes of the Academic Unit Council approving the signing of the agreement;
  • Justification letter (reason for signing the agreement);
  • History of collaboration between the institutions;
  • Civil identification document and proof of authority of the representative who is authorized to sign the agreement on behalf of the foreign institution;
  • Translation declaration (available on the DRI website), if the draft is also in a foreign language.
  • For universities in Portuguese-speaking countries, the agreement must be signed only in Portuguese.
  • If the agreement is in a foreign language, a Portuguese version must also be submitted. According to Brazilian law, signing the agreement in Portuguese is mandatory. If the translation is carried out by the requesting staff member, they must complete, sign, and attach the translation declaration.

Once all required documents are gathered and the process is opened in SEI, the applicant must forward the proposal for the new agreement to the International Relations Office (DRI). If necessary, the DRI will also forward it to the Cooperation Agreements Committee (CAC) for review.

  1. Review by DRI and/or CAC. If any document is missing, the DRI will return the process to the applicant for completion. Once all documentation is in order, the DRI will review it again (and, if necessary, forward it to PROGE – the UFU General Attorney’s Office for legal review and opinion).
  2. After the draft is approved by UFU, negotiations with the foreign institution begin. Once both parties agree on the draft, the signing process is initiated. After the agreement is signed, UFU will publish it on the DRI/UFU website.
